Addressing Teen Sexual Behavior
 | | Left to right, Faye Flack, executive director of the Community Hospital Health Services Foundation, and Kathie Harbaugh, the project coordinator for the Clark Champaign Health Education Collaborative | With a teen pregnancy rate that is higher than the U.S. and Ohio average—and rising, the Clark Champaign Health Education Collaborative is a prevention program that wants to educate teens so they can make healthy decisions. Faye Flack, executive director of the Community Hospital Health Services Foundation who partners with Planned Parenthood on the curriculum, said many factors affect young people’s sexual behavior. Flack noted the U.S. teen pregnancy rate is much higher than many European countries because U.S. teens are less likely to use contraceptives and have shorter relationships and more partners. The collaborative believes abstinence plus birth control should be taught by schools, parents and others. It doesn’t address abortion because it is not relevant to their goal of reducing teen pregnancies. The collaborative offers tailored, age-appropriate education for youth, education for parents who are primary influencers, education for professionals who work with youth and wants to address community norms. Flack would like to see sex education, abstinence plus, taught in middle schools because teens hit puberty at age 13 or 14. The cost is high with teen pregnancy costing $352 million for 2004 in Ohio.
